Paperclip.ing is an open-source, self-hostable control plane for organising and running teams of autonomous AI agents under a structured org-chart model, with per-agent budget enforcement, scheduled heartbeats, and an immutable audit log covering every tool call and decision. Its governance layer — board-approval workflows, full tool-call tracing, and goal-aligned task delegation — maps well to Class IIa traceability requirements and complements the existing AI Trust Zones technique. However, the project launched in March 2026 with no regulated-environment track record and introduces a Node.js/Postgres runtime outside the team's Python/Azure stack, so a structured spike is warranted before broader adoption.
