Rejected. The infrastructure overhead (server provisioning, patching, plugins) requires ongoing maintenance. More critically, a self-hosted Jenkins instance must be validated as a computerised system under 21 CFR Part 11 — a significant compliance burden that GitHub Actions avoids entirely through managed infrastructure.
